fix: prevent accidental base image deletion

:manual create action marks ota_operations as manual, so when we added
support to create manual ota from a file that belongs to a
base image collection, that ota_operation would be marked as manual also.
The problem is that :update_status and :mark_as_timed_out actions delete
the file from the bucket after ota_operation is completed or timed_out,
which can lead to deletion of file that belongs to base image collection
from storage.
