chore: use mockery v3 only for api client

Moved the .mockery.yaml file added in 969f4d7 to pkg/api so
it's not used by utils/mockgen.sh which still uses mockery v2 to
generate mocks for clients. Mockery v2 is not compatible with the config
file format of mockery v3 and it breaks the ability to regnerate
client mocks in services.

Migrating to mockery v3 in the existing client mocks is a bigger (and
probably redundant) task, so this is to me the only pragmatic option.
