feat: Migrate donateipn, discourse_sso, forum_sso, shortlink from PHP to Go

PayPal IPN: handles charge notifications, user matching by email/Stripe
metadata, donation recording, gift aid notifications, thank-you emails.

Discourse SSO: HMAC-SHA256 validated SSO for moderators, session lookup,
group list in bio, redirect to Discourse.

Forum SSO: Same protocol for all users (not just mods), different bio
for mods vs members.

Shortlink: name lookup with 302 redirect and click tracking.

17 tests covering all endpoints. Stripe endpoint will need updating
to point to /api/stripeipn on the Go server.
