Add Claude Code GitHub Workflow (#240)

* "Claude PR Assistant workflow"

* "Claude Code Review workflow"

* Add allowed tools and author_association guard to Claude workflow

Allow Claude to run uv sync, pytest, ruff, and tox in CI. Restrict
workflow triggers to OWNER/MEMBER/COLLABORATOR to prevent untrusted
users from executing code via the bot.
