fix: set ArtifactStreamingProfile on AKS Machine API path

The artifact streaming feature (PR #1397) added support for the
bootstrappingclient provision mode but did not update the AKS Machine
API path. The MachineKubernetesProfile.ArtifactStreamingProfile field
was left commented out as nil, causing AKS Machine-backed nodes to
never have artifact streaming enabled regardless of the NodeClass spec.

Populate ArtifactStreamingProfile from nodeClass.IsArtifactStreamingEnabled()
when building the AKS machine template. ARM64 instances correctly get nil
(artifact streaming not supported on ARM64).

Adds unit tests for all artifact streaming scenarios in the Machine API
cloudprovider test suite.
