Implement stylelint-config-clean-order in place of alphabetical order (#2743)

After using the alphabetical order for some time now, I think it just makes more idiomatic sense to apply a CSS property order that groups properties in a logic way. This PR introduces the `stylelint-config-clean-order` package to accomplish this.
