Separate cjk_author into CJK and non-CJK versions (#3168)

* Separate cjk_author into CJK and non-CJK versions

So that we avoid the overhead of cjk processing for non-CJK
languages.

Also, rename multiscript_tag-related functions to
non_latin_tag for consistency, and give it a similar
API to latin_or_non_latin_tag_in.

* Remove test that is no longer needed

* Correct solr field name

* Rename method for clarity
