Added ability to enable/disable error bars on fit plot (#1590)

* Added ability to enable/disable error bars on fit plot

Also added unit test for toggle error bars button

And updated `test_plotly_fit_create_files` to expect 4 occurences of
error_y in the html document, since error y is referenced in the new
button's arg and arg2

* Update test function wording int test_plots
