fix: treat InvalidVpcID.NotFound as success in VPC cleanup

When the Docker action's post-entrypoint re-runs cleanup, VPCs deleted
in the main step are already gone. Treat InvalidVpcID.NotFound as
success instead of retrying 3 times and failing.
