ci #213 show version warning banner on dev/pre-release doc pages

Enable pydata-sphinx-theme's built-in show_version_warning_banner.
When DOC_VERSION contains 'dev', 'rc', or 'pre', or when the built
version is newer than the preferred switcher entry, a banner appears
at the top of every page pointing users to the stable release.
