Add ISA reconciliation report and workflow (#778)

Add reconciliation of uBPF ISA behavior against RFC 9669 (BPF ISA):

docs/specs/isa-reconciliation.md:
  47 unified requirements (REQ-UBPF-ISA-*) across 12 categories
  comparing uBPF implementation against RFC 9669.

  Compatibility: 61.7% UNIVERSAL, 70.2% including MAJORITY.

  6 DIVERGENT areas identified:
  - LDDW src_reg subtypes 1-6 (maps/variables) not supported
  - BTF calls (src_reg=2) not supported
  - NEG instruction accepts any src field (RFC requires source=K)
  - Legacy packet access not implemented (RFC deprecates)
  - Big-endian register encoding not supported
  - Conformance groups not formally declared

  7 interoperability risks documented with mitigations.

workflows/reconcile-isa-requirements.md:
  LLM workflow for reconciling requirements across multiple source
  documents into a unified specification with compatibility
  classification (UNIVERSAL/MAJORITY/DIVERGENT/EXTENSION).
