Fix PHP date bug tests: timezone defaults and bare weekday parsing

- Fix test timezone expectations: add Rel(utcRef) for inputs without
  explicit timezone that expect UTC output
- Support bare weekday as first field in parseNumberedWeekday:
  "Thursday Nov 2007" is treated as "first Thursday Nov 2007"
