Deduplicate test platform boilerplate, fix objlib hash, add coverage tests

- Extract test_platform_base_t and tracked callback templates into
  api_mock_platform_utils.hpp; migrate 6 API test files to inherit
  from the shared base and delegate to tracked templates.
- Fix cy_get_objlib() to incorporate compile_flags, c_standard, and
  definitions into the target identity hash, matching the comment.
- Add tests for cy_resolve() (previously zero coverage), topic
  iteration with pinned topics, conflicting pin CRDT arbitration,
  pinned log-age advancement, RPC over pinned topics, CAN compat
  1234#1234, and chevron pattern matching on pinned topics. #yolo
