feat(modem): add aes-gcm-codec feature flag propagation (#495) (#613)

Modem is a transparent bridge — minimal changes needed.
Forward the \es-gcm-codec\ feature to \sonde-protocol\ so the
workspace can be built uniformly with AEAD support. No source
changes required since the modem never decrypts frames.

Implements: #495 (Phase 5, modem layer — additive)
