Expose time globals to Lua raters and generators

Expose now, beginTime, and endTime as Lua globals in script raters,
enabling time-aware rate decisions (operating hours, weekly ramp-up).
Expose beginTime and endTime to Lua generators for timeline-aware
event scheduling.
