Fix CI: gofumpt formatting and Windows build compatibility

- Fix gofumpt struct alignment in airflow/airflow.go
- Fix import ordering in cmd/root.go
- Extract platform-specific process signals into process_unix.go and
  process_windows.go to avoid syscall.Kill on Windows
