fix: null citizen crash on /citizen/id/:address (user 20612)

Accessing a citizen ID page for an address without a citizen record
caused a 500 — $martian was null but $martian->userid was accessed.
Now returns 404 when citizen record doesn't exist.

Caught by AI Error Triage system.
