fix(installer): add CustomAction.config for .NET 4.x CLR activation (#602)

The WiX DTF SfxCA stub requires a CustomAction.config embedded in
the .CA.dll cabinet to locate the CLR. Without it, the
DetectModemPort custom action fails with 0x80131700 on machines
where only .NET 4.x is available (no .NET 2.0/3.5 CLR).

The config declares supportedRuntime v4.0 and
useLegacyV2RuntimeActivationPolicy so the SfxCA host can
bind to CLR 4.0.

Also adds the file as a Content item in the .csproj so the
PackCustomAction target includes it in the cabinet.
