fix: detect permission interrupt via transcript when no hook fires

When Claude is interrupted while in AwaitingInputPermission (or
AwaitingInputElicitation) state, it writes transcript `user` events
but does not fire any hooks. slopd previously only updated state
from hooks, so the pane stayed stuck in the awaiting state.

The transcript tailer now detects `user` events while the pane is in
an awaiting-input state and transitions it back to Ready.

Also adds `/permission <secs>` command to mock_claude that simulates
the real permission dialog flow (busy period → PermissionRequest →
block → interrupt writes transcript events without hooks).
