Migrate Renovate config (#4442)

* Migrate config renovate.json

* Fix invalid JSON escape sequences in migrated Renovate config

The automated migration from matchPackagePatterns to matchPackageNames
produced bare \. sequences which are not valid JSON escapes. Double the
backslashes so jq and other strict JSON parsers accept the file.
