Add AllowInlineLimits flag for opt-in pattern limit directives

By default, inline limit directives like (*LIMIT_MATCH=N) in patterns
are ignored to prevent untrusted patterns from loosening caller-set
safety limits. Pass AllowInlineLimits at compile time to honor them.

When both API and inline limits are set, the lower (more restrictive)
value wins, so inline limits can tighten but never loosen the caller's
limits.
