feat: implement useLoadableSet hook (#184)

* feat: implement useLoadableSet hook for tracking async command state

Returns a [loadable, invoke] tuple so components can track idle/loading/hasData/hasError
states of a command invocation. Uses useSyncExternalStore + AbortController to cancel
stale promise results when invoked again or on unmount.
