cruft: update

- Pin all GitHub Actions to exact versions (checkout v6.0.2,
  setup-python v6.2.0, setup-uv v8.0.0, attest v4.1.0, etc.)
- Split QA workflow into separate format, mypy, and ruff jobs with
  path filters; remove dorny/paths-filter dependency
- Add new markdownlint, prettier, and spelling workflows
- Add new workflows to publish and release workflow checks
- Update agent markdown list numbering to use consistent 1. style
- Update settings.local.json.dist with expanded permissions
- Update commit process in ci skill to use .wiswa-ci directory
- Add .wiswa-ci/ to .gitignore and .prettierignore
- Update snapcraft summary to match README
- Use python instead of python3 in dict:update script
- Update dictionary (remove dorny, add npmjs)
