.claude: update ci skill and settings dist

Add missing permission entries (git diff, git log, git restore, mkdir)
and switch temp file paths from /tmp/commit-msg-* to /tmp/claude-ci/*.
Update ci skill to run commands separately instead of chaining, and add
mkdir step for the new temp directory.
