[ARO-25489] Reduce the memory usage of ResourceSKUs querying (#4713)

* azureclient/resourceskus: replace a big ole list accumulation with an iterator

* replace computeskus.GetVMSkusForCurrentRegion with something that uses the iterators more efficiently

* update uses of the computeskus to use the new APIs

* equalfold and nilchecks

* change tests so that copilot can understand them, some more nil handling

* more nil checks to appease copilot
