Clean more of Chromium-based browsers

Clean more data:

- component_crx_cache (all browsers)
- extensions_crx_cache (all browsers)
- GraphiteDawnCache (all browsers)
- GrShaderCache (all browsers)
- DIPS (all browsers)
- crash_reports option (all browsers*)
- cache when installed as snap (Brave, Chromium, Opera, Vivaldi)
- vacuum many additional databases (Chrome)
- switch from some searches from walk.files to walk.all

Other changes:

- Update license headers to SPDX format
- Re-order actions (i.e., sort lines).

Footnote:

* Vivaldi already had the crash_reports options, so now all Chromium-based
browsers do.
