Update dependencies to fix vulnerabilities and improve CI workflows

- Upgrade quic-go v0.53.0 -> v0.59.0 (fixes 4 vulns)
- Upgrade webtransport-go v0.9.0 -> v0.10.0 (fixes CloseWithError blocking)
- Adapt to webtransport-go v0.10 API (StreamID removed)
- Bump minimum Go version to 1.24
- Standardize CI on checkout@v5, setup-go@v6, stable/oldstable matrix
- Add -race flag to coverage, add permissions to all workflows
