wasp-agent: rollback upon existance of OCP swap annotation (#4111)

* wasp-agent: rollback upon existance of OCP swap annotation

We want to start to process of transition from
the out-of-tree swap support to OCP native swap.
As part of this process we are introducing
the platform.kubevirt.io/autopilot: "swap-enable" annotation.

By using this annotation wasp-agent will be
uninstalled even when the memory overcommit is
higher than 100%

The annotation will trigger the virt-platform-autopilot
to deploy the Machine-level configuration for OCP swap.

Swap space provision is out of this scope,
it should be done by the admin as before.

* wasp-agent: add functional tests for OCP swap

added DESTRUCTIVE label to mark the OCP swap
tests since virt-platform-autopilot is deploying
the MCs as part of the test. it may unstabilize
the lane because of the worker pool rollout.

Also added a logic to pause the worker
MachineConfigPool so it won't cause real rollout
