Refactor GitHub workflows and project files for improved consistency and updates.

- Change Dependabot update schedule from daily to weekly for multiple ecosystems.
- Standardize branch syntax in workflow files.
- Update target framework in Aspectus.Tests project to net10.0.
- Modify project description formatting in Aspectus.csproj for better readability.
