Install Chrome v146 in FTR action (#4083)

### Summary of your changes

Nightly Sanity UI tests are failing due to an incompatible Chrome
version. This PR updates Chrome to v146.
The ChromeDriver version in the Kibana repository has been updated to
v146 (see:https://github.com/elastic/kibana/pull/254565).
