chore(dependencies): update dependency schedules and target frameworks

Update the Dependabot configuration to change the update schedule from daily to weekly for NuGet packages.
Also, update the target frameworks in the project files to include net10.0.

- Change Dependabot update schedule from daily to weekly for HashBrowns.Tests, HashBrowns.Example, and GitHub Actions.
- Update target frameworks in HashBrowns.Tests.csproj and HashBrowns.csproj to include net10.0.
- Adjust formatting in workflow YAML files for consistency.
