ci: use Node 24 for publish workflow (npm v11 required for trusted publishing)

npm trusted publishing (OIDC) requires npm v11.5.1+. Node 22 ships
with npm v10 which doesn't properly handle the OIDC token exchange,
causing E404 on publish despite successful provenance signing.
