chore: make API base URL configurable (#41)

* feat: make API base URL configurable

- Allow overriding the default API base URL using the
  `FUEL_PRICES_API_BASE_URL` environment variable.
- Added comprehensive unit tests for the fuel prices client to ensure
  robustness.

* refactor: improve test reliability and cleanup

- Replace `stdjson` with `json` for consistency.
- Add error handling for `json.Encoder`/`Decoder` and `w.Write` calls
  using `require.NoError`.
- Use `t.Setenv` for safer environment variable management in tests.
