Fix flaky test_maximum_full_file_count data layer test timeouts on macOS CI (#20730)

Increase time_out_assert timeouts in data layer test helpers from 10s to 30s

On macOS GitHub Actions runners, adjusted_timeout() adds +20 s to every
nominal timeout (chia/util/timing.py). The 10 s values in
farm_block_check_singleton and farm_block_with_spend gave only a 30 s
effective window, which was insufficient on slow runners.

Bumping the base values to 30 s gives a 50 s effective window on macOS
CI, eliminating the intermittent timeout failures in
test_maximum_full_file_count.
