Add news-based chapter markers for recordings (#20)

* feat: add news-based chapter markers for stream recordings

Integrate with Radio-T News API to automatically detect topic changes
during live recording and embed ID3v2 CHAP/CTOC frames into MP3 files.

- add News API client for fetching active topics
- add ChapterTracker to detect topic transitions during recording
- implement ID3v2 CHAP/CTOC frame encoding and chapter injection
- wire chapter tracking into recording loop with --news CLI flag
- use temp file for chapter injection to avoid loading entire audio into memory
- clear recording flag before chapter injection to prevent data corruption
- document --news flag and chapter markers in README and docker-compose
