feat(cache): implement persistent cache with database sharing

- Wrap Database in Arc for thread-safe sharing across instances
- Add clone derive to PersistentCache for easier duplication
- Update cache operations to use debug logging instead of trace
- Implement automatic cache population on cache miss
- Change mount_cache to accept PersistentCache instance directly
- Add unmount_cache method to remove cache from router
- Initialize cache from config when database path is provided
- Update package versions in pyproject.toml files
- Add *.db to gitignore for database files
