build!: drop Node.js 14, 16, 17, 18, and 19 support (#1213)

Node versions older than v20 have reached end-of-life. This removes
their CI build/test jobs, Docker image publish jobs, and updates all
testdata package.json engine constraints from >=14.15.0 to >=20.0.0.
The build job now installs Node 20 instead of Node 16, and the
common_image script only accepts Node 20, 22, and 24.

BREAKING CHANGE: Node.js versions below 20 are no longer supported
