fix: prevent current node from starting if tables are not net_loaded

`mnesia:wait_for_tables/2` may return without loading data from remote
tables, if the network to all nodes are not ready.

Here we prevent the current node from getting started of there're some
replicas on other nodes but mnesia loaded data from locally.
