feat(cli): Add markers command + Go test file scanning (REQ-GO-034)

- rtmx markers: list all requirement markers by requirement
- rtmx markers --missing: show requirements with no markers
- Extends scanTestDirectory to scan *_test.go files for rtmx.Req()
- extractGoMarkersFromFile parses Go test files for markers
- Phase 11 (Collaboration) now 100% complete
