 tests: additional unit tests for Phase 5.5/5.6 tool additions

  Added 196 new tests across catalog, vocabulary, annotation, hatrac, and
  query modules to cover tools introduced in Phases 5.5 and 5.6 that had
  no corresponding tests.

  New test coverage highlights:
  - catalog: resolve_snaptime/history_bounds error paths, create_catalog
    with schema branch and error, clone_catalog with name/description/
    dest_catalog_id options, update/delete alias error paths, cite error
  - hatrac: list_namespace, get_object_metadata, create_namespace error
    handlers
  - vocabulary: create_vocabulary, add/remove synonym (including JSON-
    string and invalid-JSON Synonyms fallback paths), update_term_description
  - annotation: reorder_visible_columns, reorder_visible_foreign_keys,
    get_table_sample_data, preview_handlebars_template,
    validate_template_syntax, apply_navbar_annotations
  - query: count_table (with filters and empty-result cases), query_
    aggregate error path
