feat: add informational HTTP headers and HEAD request support

Add Nanopub-Query-Registry-Url, Nanopub-Query-Registry-Setup-Id, and
Nanopub-Query-Load-Counter response headers to all requests, alongside
the existing Nanopub-Query-Status header. Add a catch-all HEAD route so
clients can retrieve these headers without a response body.
