test(security): Add staleness warning tests (REQ-SEC-013)

6 behavioral tests for verify.meta and CheckStaleness:
- No meta file returns warning
- Meta at current HEAD returns empty (fresh)
- Meta behind HEAD returns warning with commit distance
- Write/read roundtrip
- Corrupted meta returns nil
- Not-in-git-repo handling
