* fix: pin Serverless Framework to v3 to fix CI auth failure

Serverless Framework v4 requires authentication (sign-in or license key),
causing the unit_tests CI job to fail. Pin serverless to ^3 in both
test-files/basic-project and examples/basic, and add frameworkVersion: "3"
in their serverless.yml files to prevent the framework from auto-updating
to v4.
