main: add CLI options for cache, skip steps, output, and quiet

Add --no-cache, --cache-time, --skip-yarn, --skip-static,
--skip-postprocess, -o/--output-dir, and -q/--quiet options.
The spinner is disabled when either --debug or --quiet is passed.
