fix: disable checksum skip in LOAD_CORE to preserve endorsement extraction

LOAD_CORE's endorsement processing (which populates endorsements_loading)
only runs on nanopubs streamed from peers. With checksum-based skip,
already-synced nanopubs produce an empty stream, so their endorsements
are never extracted into the fresh _loading collections rebuilt each
UPDATE cycle. This caused trust expansion to stop at the initial 12 agents.

Fix: remove afterChecksums from LOAD_CORE fetches. Per-agent intro/endorse
lists are small, so re-downloading them during hourly UPDATE is cheap.
LOAD_FULL and RUN_OPTIONAL_LOAD still use checksum skip.
