refactor: split azclient interfaces into azapi sub-module

Move API interface definitions (AKSMachinesAPI, AKSAgentPoolsAPI,
VirtualMachinesAPI, etc.) from azclient package to azclient/azapi
sub-package. This reduces coupling and allows downstream packages
to import only the interfaces without pulling in the full azclient
dependency tree.
