feat: emit StateChange/DetailedStateChange events and add slopctl listen --event

- slopd emits source:slopd StateChange and DetailedStateChange events from
  set_pane_detailed_state; StateChange only fires when simple state changes
- slopctl listen gains --event flag for slopd-internal events (source:slopd),
  complementing existing --hook (source:hook); multiple --hook/--event flags OR together
- mock_claude gains --no-session-start flag to suppress automatic SessionStart
  on startup, enabling race-free booting_up state assertions in tests
- build_bin deduplicates cargo build calls per binary per test process,
  reducing compile invocations from ~114 to 3 per test run
- Fix slopctl tags no-pane-id error to exit 2 before socket_path() is called
- Add tests: listen_event_state_change_fires_on_hook,
  listen_event_detailed_state_change_fires_on_hook, listen_hook_delivers_hook_event
- Fix pre-existing test flake in pane_state_booting_up test by using
  mock_claude --no-session-start and slopctl send /hook SessionStart
- Fix pre-existing test failures in listen_by_pane_id,
  hook_from_unmanaged_pane_is_not_dispatched,
  hooks_from_managed_pane_work_after_slopd_restart by skipping slopd-internal
  events when reading for hook events
