Support implicitly active BlueprintShips plugins

A Starfield plugin named BlueprintShips-X.esm is implicitly active if X.esm, X.esp or X.esl is active, where X is compared case-insensitively. The plugin doesn't need to have the blueprint flag set for this to happen.
