Fix tests broken by Microsoft.Testing.Extensions.CodeCoverage introduced via coverlet.collector 8.0.1

The bumping of coverlet.collector from 6.0.4 to 8.0.1 introduced
Microsoft.Testing.Extensions.CodeCoverage (18.4.1) as a transitive dependency,
which has the 'Microsoft .NET Library License'. Two tests that analyze the
PackageGuard.Specs project now encounter this new license as a violation.

- Can_allow_an_unknown_license: add 'Microsoft .NET Library License' to allowed licenses
- Can_still_allow_a_package_that_violates_the_allowed_licenses: add
  Microsoft.Testing.Extensions.CodeCoverage to allowed packages
