chore: migrate repo to pnpm (#444)

## Summary
- migrate repo tooling and lockfile from Yarn to pnpm
- switch Husky hooks and GitHub Actions to pnpm
- keep npm publishing intact via semantic-release

## Testing
- pnpm install --frozen-lockfile
